It wasn't us . . .
I can tell you that we're not doing anything on the network to prevent any specific file types from being downloaded. It was probably a problem with the tracker.

It should be fixed
For some reason, when the update server restarted, the Window Firewall came on and was blocking the web server ports. I've seen it happen a few other times with Windows Server 2003 R2 based systems.
