Drew is Div III school. There are no sports scholarships. And the NCAA checks up on the distribution of aid to athletes and compares it to the distribution of aid to non-athletes already. Also the awarding of financial aid is a complicated thing. You have no idea about the details of the financial status of the two people you're talking about, nor do you likely know the details of their high-school academic performance. Besides which there are other factors to consider, so competently comparing their financial aid packages is just not possible without _way_ more information.
