Do beds in baldwin have drawers underneath....like would i need a bed skirt?

No, basically all the dorm beds are the same, and they look like this:

Except I believe that bed has been flipped, so it has more space underneath than it normally would. But that's the basic form.

You're right; that bed has been flipped. Only one of the beds in each room (the "bottom" one) can be flipped.

I think they meant if you're bunking?

We're totally taking turns with the bottom bunk if we end up doing that.
