from the email sent out earlier this summer:

Commuters: We will begin selling decals on Monday August 15th. You must have registered for your fall classes prior to coming to Public Safety to register your car. To purchase your decal, come directly to Public Safety during daylight hours. At that time, you will need to have the following with you.
• Your car
• Student ID
• Vehicle registration and insurance cards
• Your driver’s license
• $100 in cash or check (if you want to pay with a credit card, you can do so at the Business Office before coming to Public Safety)

You will get a chair. Some people like to bring their favorite chairs from home, and will then have an extra chair for a visitor.

Im not sure what you mean by special storage. I suppose you could leave your plates in the floor kitchen, but I wouldnt count on them sticking around too long there. Id say you best bet is some thick paper plates, or cheap plastic ones (best if they are microwavable though). I just keep them in one of my drawers.
