If you're using regular mozilla mail, the option to use html formatting is in Edit>Mail & Newsgroup Account setting>Composition & Addressing. There is a check box for "compose messages in html format". This will add a formatting tool bar in your composition window.

In Thunderbird, the checkbox is in Tools>Account Settings>Composition & Addressing.
